Radar jammers are illegal in Massachusetts, because they're illegal nationwide under federal law. The Federal Communications Commission (FCC) bans operating, selling, or marketing any jamming device, and there's no way to get FCC approval for one. Massachusetts has no separate jammer law of its own on file, so the federal ban is what applies (47 U.S.C. §§ 302a(b), 333).
