Your vehicle needs a working exhaust and muffler, and you can't run a cutout or bypass (which routes exhaust around the muffler). Exhaust changes that make the vehicle louder than stock are barred. The Department of Environmental Protection can set a decibel limit, but none is currently in force (Fla. Stat. §§ 316.272, 316.293).
