Conditional
Arizona statewide rule

In Arizona, only "permissible consumer fireworks" — ground-based, non-aerial and non-explosive — are legal for the public; cities and counties may further restrict them, and many municipalities limit or ban use (A.R.S. 36-1601 to 36-1606).
