Your vehicle needs an adequate muffler operating at all times. Cutouts and bypasses (which route exhaust around the muffler) are prohibited, along with changes that amplify noise beyond the factory muffler. Wisconsin sets no fixed decibel limit (Wis. Stat. § 347.39).
