- Alabamapermitless— Honors a license from any state, but "only while the license holder is not a resident of this state" (Ala. Code 13A-11-85(a)). Alabama residents must use an Alabama permit. Third-state non-resident permits ARE honored. Permitless carry 19+; permits issued at 18 for military/veterans/LE. WATCH: SB267 (2026 RS) would repeal permitless carry and amend 13A-11-85 — passage status unconfirmed.
- Alaskapermitless— Recognizes permits from any state (AS 18.65.748), but there is a hard 21 floor: Alaska DPS states there is "no exception to the minimum age requirement, regardless of the permit status of another state." An 18-20 year old holding a valid ID, IN or AL permit may NOT carry concealed here. Permitless carry is 21+, so recognition is largely moot for adults.
- Arizonapermitless— Recognizes any state's permit if valid in the issuing state and the holder is legally present and not prohibited (ARS 13-3112(Q)). HARD 21 FLOOR: ARS 13-3112(S) — "a person with a concealed weapons permit from another state may not carry a concealed weapon in this state if the person is under twenty-one years of age." No photo-ID requirement in current text.
- Arkansaspermitless— Honors any state's license with no residency or age condition (Ark. Code 5-73-321). An out-of-state license confers STANDARD privileges only — not Arkansas "enhanced" carry.
- Colorado— Resident permits only: holder must be a resident of the issuing state, carry a matching state-issued driver license or ID, and be 21 or older. Colorado recognizes no permit issued by any state to a non-resident of that state (C.R.S. 18-12-213).
- Delaware— Resident & non-resident permits both recognized. ID Enhanced, ND Class 1, SD Enhanced permits only.
- Floridapermitless— Permitless carry is 21+ by statute (790.01(1)(b), incorporating 790.06(2)(a)-(f)); US citizens and lawful permanent residents only. WATCH: Eubanks v. State, Fla. 4th DCA, 6/17/2026, held the age-21 criterion "facially unconstitutional as it relates to 18- to 20-year-olds" — but the opinion is NOT FINAL pending rehearing, and binds one district. An 18-20 year old carrying in Florida today is relying on a non-final decision. Publish 21.
- Idahopermitless— CITIZENSHIP BAR: Idaho permitless carry requires a US CITIZEN or active US military (18-3302(4)(f)(ii)) — a lawful permanent resident relying on permitless carry here is committing a crime. RECOGNITION is genuinely universal and has no such bar: ISP — "Idaho honors all other states' validly issued and current concealed weapons licenses/permits." 18-3302(5)(g) requires physical possession of the license.
- Indianapermitless— Honors all out-of-state and foreign licenses "according to the terms thereof, but only while the holders are not residents of Indiana" (IC 35-47-2-21(b)). Restrictions printed on the issuing license travel with it. Third-state non-resident permits ARE honored. Indiana is permitless carry 18+ since 7/1/2022 (HEA 1296-2022) with no residency requirement, so recognition rarely controls for a visitor.
- Iowapermitless— Permitless carry is 18+ since HF 924 (2025 Acts ch.27), eff. 7/1/2025 — Iowa Code 724.22 was retitled from "Persons under twenty-one" to "Persons under eighteen". Covers non-residents. RECOGNITION: honors another state's permit issued "to any nonresident of this state" (724.11A) — Iowa residents must use an Iowa permit. Third-state non-resident permits ARE honored. An out-of-state permit does NOT satisfy 724.15 (acquisition).
- Kansaspermitless— Honors any jurisdiction's license "but only while the holder is not a resident of Kansas" (K.S.A. 75-7c03(c)(1)); recognition runs to 18+. K.S.A. 75-7c04 expressly disregards "any residency requirement of the issuing jurisdiction," so Utah-style third-state non-resident permits ARE valid. HARD GAP: an 18-20 year old NON-RESIDENT cannot use permitless carry (21+) and cannot obtain the Kansas provisional license (residents only, 75-7c04(a)(1)) — lawful only with a recognized out-of-state permit.
- Kentuckypermitless— Honors another state's license only for "a person who is not a resident of Kentucky" (KRS 237.110(20)(a)). New residents arriving from a state with a written reciprocity agreement keep validity 120 days if they file the required form within 60 days (KRS 237.110(20)(b)). Third-state non-resident permits ARE honored.
- Michigan— CRITICAL: Michigan recognizes ONLY a permit issued by the holder's OWN state of residence (MCL 28.432a(h)). A third-state NON-RESIDENT permit — Utah, Arizona, Florida, Texas NR — is NOT valid in Michigan. Michigan has no permitless carry; unlawful concealed carry is a 5-year felony (MCL 750.227). Michigan residents must hold a Michigan CPL (AG Op. 7304, 6/19/2018).
- Minnesota— "Similar law" list, reviewed annually by DPS. ID/MS/MT/SD/TN: enhanced permits only; ND: Class 1 only; CO/MA: only permits issued or renewed on/after 8/1/2024.
- Mississippipermitless— AGE UNDER REVIEW — we publish 21 conservatively, but Miss. Code 45-9-101(24) (the permitless provision) contains NO age and NO residency element; the real floor appears to be 18 via 97-37-14 and 18 U.S.C. 922(x). The 21 figure is the LICENSE age. Not corrected pending a currency check — the MS Legislature site fails TLS verification and MS DPS pages predate 2023. RECOGNITION: honors a license "issued in another state" (45-9-101(19)); carry license and ID, display on demand. TRAP: an out-of-state permit is not "licensed under 45-9-101" and so almost certainly does NOT confer enhanced-carry privileges (97-37-7(2)).
- Missouripermitless— Genuinely universal: RSMo 571.030.4 exempts any holder of a permit or endorsement "issued by another state or political subdivision of another state." Missouri AGO: recognition extends to "every state that issues them." No residency condition, no age floor on recognition. Permitless carry 19+.
- Montanapermitless— Recognition requires all three: the issuing state must require a criminal-records background check, the permit must be in your immediate possession, and you must carry photo ID (MCA 45-8-329). Montana does NOT recognize DE, DC, HI, ME, NH or RI permits (no express background-check requirement); Vermont issues no permit. Permitless carry is allowed for anyone eligible to possess a firearm, but a valid Montana permit is still required to carry concealed in a state government office or building.
- Nevada— ID/MS/SD Enhanced permits only; ND Class 1 only (official 2026 recognition list, effective July 1, 2026). A recognized out-of-state permit stops being valid once you become a Nevada resident unless you obtain a county permit within 60 days (NRS 202.3688).
- North Carolina— Honors all out-of-state permits (N.C.G.S. 14-415.24) — no residency qualifier, no stated minimum recognition age. DUTY TO INFORM: 14-415.11(a) requires affirmative disclosure when approached or addressed by an officer. Carry the permit plus valid ID; zero-tolerance alcohol rule. WATCH: SB 50 (permitless carry) was vetoed 6/20/2025 and the Senate overrode 30-19 on 7/29/2025; the House has calendared and withdrawn the override ten times without voting, most recently 4/6/2026. It stays live through the 2025-26 biennium and would take effect with no further gubernatorial action and no advance notice.
- North Dakotapermitless— NON-RESIDENTS ARE COVERED — the 30-day residency requirement was removed by HB 1339 (2023); most secondary sources are still wrong about this. Two affirmative duties: you must carry a driver's license or non-driver ID from YOUR state of residence on your person, AND you must affirmatively inform an officer of the firearm on in-person contact — silence is the violation (62.1-04-02(2)). Permitless carry 18+.
- Ohiopermitless— Permitless carry 21+ (ORC 2923.111(A)(2)); EXCLUDES nonimmigrant-visa holders. RECOGNITION branches on residency: non-residents "temporarily in this state" (undefined) — all states honored per ORC 109.69; Ohio RESIDENTS — indefinite only if the issuing state has a written agreement, otherwise 6 months from becoming a resident. UNRESOLVED CONFLICT: ORC 2923.11(N)(2) (eff. 3/28/2019, later than the 2015 amendment) defines out-of-state license as "only" one from an agreement state. States absent from the AG directory sit in that gap.
- Oklahomapermitless— Honors all out-of-state permits. DUTY TO INFORM: 21 O.S. 1290.26(B) requires a permit holder to disclose, unprompted, on ANY contact with a peace officer — covers concealed and unconcealed carry. (Permitless carriers under subsection (C) disclose only when instructed.) No stated minimum recognition age; the 21 in subsection (D) governs applying for an Oklahoma license, not recognition.
- South Dakotapermitless— South Dakota has NO blanket recognition statute — SDCL 23-7-7.4 was REPEALED (SL 2022 ch.69 sec.3). The permissive result comes from permitless carry (SDCL 23-7-7), which covers residents and non-residents alike at 18+. Surviving SDCL 23-7-7.3 is agreement-based only. The SD Secretary of State handbook still prints the repealed language, and the SOS reciprocity grid is OUTBOUND (states honoring SD) — routinely misread as inbound.
- Tennesseepermitless— PERMITLESS CARRY IS 21+, not 18+. The 18 floor applies ONLY to active military and honorably discharged or retired veterans (TN 39-17-1307(g), Public Chapter 108 of 2021). The common "Tennessee is 18 now" claim misreads Public Chapter 356 of 2025, which lowered the age for the PERMIT (39-17-1351(b)), not for permitless carry. RECOGNITION: honors other statesّ permits "according to their terms" (39-17-1351(r)(1)) — HANDGUNS ONLY, permit must be in your physical possession at all times, and you must convert to a TN permit within 6 months of establishing residency or taking regular TN employment. Subsections (r)(2)-(3) unverified since Oct 2025.
- Texaspermitless— Recognizes ALL out-of-state licenses — but only since SB 706 (2025 c.483), eff. 9/1/2025, which repealed the old AG-proclamation machinery. Tex. Gov't Code 411.173(b): "A valid license to carry a handgun issued by any other state is recognized in this state." No residency qualifier. UNRESOLVED for 18-20 year olds: the Penal Code exemption (46.15(b)(6)) is tied to a license "issued under Subchapter H, Chapter 411" — i.e. a Texas license. Do not assume under-21 out-of-state holders are covered. The DPS reciprocity chart (dated 9/11/2020) is OUTBOUND and legally superseded — do not use it as an inbound source.
- Utahpermitless— Recognizes a permit "issued by or in another state" (Utah Code 53-5a-102.2(1)(c)) at 18+. CARVE-OUT: a holder of ONLY an out-of-state permit may NOT carry at K-12 schools or daycares (53-5a-102.2(2)(d)(ii)) — a Utah permit holder may. NOTE: the commonly cited Utah Code 76-10-523 no longer exists; renumbered by HB 84 (2026 c.171), eff. 5/6/2026.
- Virginia— Not blanket recognition. Requires 21+, a government-issued PHOTO ID carried and displayed on demand, an instantaneous-verification condition, and no prior Virginia permit revocation (Va. Code 18.2-308.014). CHANGING: SB 115 / 2026 c.879 — Superintendent re-reviews all reciprocity by 7/1/2026 and revokes non-qualifying states by 12/1/2026; from 7/1/2027 only states on the VSP substantially-similar registry are recognized AND Virginia residents may no longer carry on an out-of-state permit (active-duty military and spouses excepted).
- West Virginiapermitless— NOT blanket recognition. W. Va. Code 61-7-6a requires ALL of: holder is 21+; permit in immediate possession; holder is NOT a WV resident; AND the issuing state has notified the WV Attorney General or signed a written agreement. The WV State Police inbound list could not be retrieved from a primary source — treat as unverified. Most visitors are covered instead by permitless carry, dropped to 18+ on 6/12/2026 (HB 4106). Note the WV AG booklet (July 2024) still prints the repealed 61-7-6(a)(8) and a 21 floor.
- Wisconsin— Official WI DOJ list (Wis. Stat. 175.60(1)(f), 165.25(16); Jus 17.13(5)) — 47 jurisdictions incl. Puerto Rico. Holder must be 21+ and NOT a Wisconsin resident. VA and FL: NON-RESIDENT license only (resident licenses are not recognized). ID: regular or enhanced only, not emergency. WV: resident or non-resident, not provisional. MO: regular only, not provisional. Not honored: GU, ME, NJ, OR, VI. WI publishes no revision date — re-verify on a schedule.
- Wyomingpermitless— Wyoming HB 96 (Laws 2026 ch. 87, eff. 7/1/2026) lowered the age for a Wyoming-ISSUED concealed carry permit to 18. Whether carrying WITHOUT a permit is also allowed at 18, or still requires 21, is unsettled in our sources — if you are under 21, verify with Wyoming DCI before carrying without a permit. Wyoming otherwise honors permits from states that honor Wyoming's.
Honored with conditions — verify (4)
- Nebraskapermitless— No permit needed: since LB77 (2023) any non-prohibited person 21+ may carry concealed in Nebraska, resident or visitor (18-20 only for armed-forces members/peace officers). Nebraska's published 36-state list is used ONLY to waive the 180-day residency requirement when applying for a Nebraska permit — it is not a travel-recognition list. Place restrictions and private-property prohibitions still apply.
- New Hampshirepermitless— No permit required — New Hampshire does not require a license to carry, openly or concealed, for residents or non-residents, so long as you are not otherwise prohibited from possessing a firearm (RSA 159:6, III). New Hampshire publishes no recognition list; a New Hampshire license is voluntary. The 18+ figure is the federal handgun minimum, not a New Hampshire statutory age.
- South Carolinapermitless— Official SLED list; verify. Permitless carry at 18+ applies to any lawful, non-prohibited person including visitors (H. 3594, signed March 7, 2024). Out-of-state permits are honored only for residents of reciprocal states, and only for handguns. Many locations remain off-limits.
- Vermontpermitless— Vermont issues no carry permit and requires none. The 18+ figure reflects federal handgun-possession law (18 U.S.C. 922(x)); Vermont's own statutory floor is 16 (13 V.S.A. 4008).
Permitless carry — not recognized, but allowed without a permit (3)
These states do not recognize your New Mexico concealed-carry permit through reciprocity. However, each of them allows permitless (constitutional) carry, so you may still carry concealed without a permit if you qualify — typically at least 21 years old and legally allowed to possess a firearm. Some states limit permitless carry to residents or attach other conditions, so verify the destination state's current rules before you carry.

- Louisianapermitless— Out-of-state permits honored only for holders age 21+ (R.S. 40:1379.3(T)(2)). LA permitless carry (18+) is a separate legal basis.
- Mainepermitless— Resident permits only. AK/AZ/IA/KS/NE/ND/VA permits: holder must be 21+; VA also requires government-issued ID.

- Massachusetts— Massachusetts has no reciprocity with any state. Non-residents must obtain a Massachusetts non-resident License to Carry from the Firearms Records Bureau. The former narrow non-resident exemption (M.G.L. c.140 s.131G) was repealed in 2024.
- New Jersey— New Jersey has no reciprocity with any state — you must obtain a New Jersey Permit to Carry a Handgun (there is no separate non-resident permit; out-of-state training does not substitute). Federal interstate transport (18 U.S.C. 926A) allows unloaded, locked transport only — not carry.
- New York— New York recognizes no out-of-state carry licenses. Even a New York license issued by an upstate county is not valid in New York City without a special permit from the NYC police commissioner. A narrow exemption covers non-residents transporting handguns unloaded in a locked opaque container to or from an approved competition (Penal Law 265.20(a)(13)).
- Oregon
- Pennsylvania— Resident permits only, and holder must be 21+ with matching state-issued ID. License-type limits: Idaho Enhanced only (Idaho Regular NOT honored); North Dakota Class 1 only; Utah and West Virginia Provisional licenses not honored. Non-resident permits (common for FL/UT) are not recognized.
- Rhode Island— Rhode Island honors no out-of-state permit, with one narrow exception: an out-of-state permit holder merely transporting a firearm through the state, with no intent to remain. Stopping over or conducting business in RI ends that exception; penalty is 1 to 10 years.
- Washington— 10 states, several enhanced-type permits only; 21+, fingerprint + mental-health check; non-resident only
